Malibu, California had a very similar problem. The large population density and their septic tanks had grown over time to the point they contaminated the water supply and rainwater run-off. The residents of the City of Malibu couldn't come to an agreement which 2/3 of the residents would be killed to solve the problem and sterilizing all of the Malibu residents to prevent children from being born would not fix the problem in time. As a result in January 2015 the City of Malibu chose the far more costly high-tech option of putting in sewerage pipes and a sewage treatment plant which will costs residents $4,000 annually to as much as $500,000 for large hotels. We face the same problem with global warming. Unless Donald Trump is willing to quickly depopulate China and India with nuclear weapons, we'll need to choose more costly high-tech options to solve the problem. Malibu chose to pay to build a costly sewage treatment plant rather than euthanise of 2/3 of their 12,800 citizens
