The title suggests there is doubt of Canada's friendship, or a possibility that Canada is a Foe to the USA.

No two countries are 100% aligned. They have different histories, currencies, strengths, laws, etc. Even so, Canada has always been seen as extremely closely aligned with the US. The problems are few, actually. Canadians flock to the US in great numbers, for shopping, or for holidays and feel quite at home there. Everything is familiar, the language, the shopping malls, food etc. The climate is a big draw of course, especially in the winter.

Politically, Canada is more Liberal, although the US has been catching up fast. This may change under Trump? Canada seems to have less social problems, less crime, and is less overtly divided among ethnic lines. But the US is more dynamic than Canada. I think this is because of the Constitutional rights allowing greater personal freedoms. I believe it to be the foundation of US strength, which also crosses over to business.

Back to friend or foe, I have passed this arch at the border many times, and I don't think it is out of date. All imo. of course.
