The states, like North Carolina, can make changes in their voting laws, without preclearance from the Justice Department.

I notice how you use plurality and then name only one state. Then you are asked how the change in voting laws affects only black voters..ridiculous obfuscation.

Gerrymandering in NC was dealt with in August Phillips.
