Much of the second world no longer vying but have joined 1rst tier nation status. They all envy and expect this kind of opulence for this is what they're used to, associating it with class, which in turn denotes full regal power.

Think Napoleon regal trappings, he even crowned himself. This should be an interesting experiment.
