Lane, no - I know of no translation site. There may be some
inexpensive (<$100) programs that do it. I have posted the gist
of the article, the rest is boosterism. I wonder how much has
changed since this Sept.1997 report?

Alta Vista has a "translate" feature. Go there, enter a URL, and look for one of the results to provide a "translate" link.

Click the link and enter the URL from GM's post.

It works, but only translated about 75% of the article...
