When I came to Kentucky in 1995, having been from Connecticut and having spent the previous 7 years near Rochester, Minnesota, I was surprised to find that there were few dirt roads. Even very rural areas had paved roads. I then learned that Ashland Oil was headquartered in Kentucky and happened to be the largest asphalt producer in the country.

Steam coal for generating electricity will have blips up on its continuing slide to oblivion, but metallurgical coal for making steel might get a boost from infrastructure spending, but met coal is a much smaller market as most steel is remade from scrap in electric furnaces.
