Maybe, but consider these two facts. 1) Romney very publicly called Trump a phony and a fraud and he was nasty about it... and Trump punched below the belt with his comment "'Mitt, drop to your knees' -- he would have dropped to his knees," 2) This is the highest level cabinet position and there are other candidates who are highly qualified.

Sure they could shake hands for the sake of party unity but Republicans are divided about letting Romney have this position, some are strongly against it; so, why not go with a different candidate who has the respect of all.

No apology = no offer. Apology gets maybe a low level offer that Romney might reject and everyone is happy. A virtual hand shake and both men save face.
