Anything and everything to present him in the worst possible light. They only succeeded in making themselves look petty.

Divided States? Sure. Guess who's responsible for that. Trump isn't even in office yet and they're trying to blame him. Shabby chair? Let's see, what can we do to make him look bad without being too obvious? Fail!

My interpretation is the run-down chair represents the condition of the Office Donald Trump inherits after so long in the hands of an Establishment he was voted to disrupt.

Whether Time meant that is another matter.
