I have used various versions of Outlook for many years. Never seen this particular problem but have seen others (not many).

My simple fix which has worked every time ... Delete Outlook and reinstall. Your settings and data should be safe but back it up just in case.

I experience the same in Windows Live Mail. I never figured out how to resolve it, it went away on its own eventually(one day to several weeks). You might have to log onto the website and get your email that way until it does.

Turns out that the laptop was connecting to a wireless network that wasn't connected to the company. Disabled the wireless connection and hard wired the laptop into the company network. Issue was resolved.
