Speaking in broad generalities; Obama tried to pay for preexisting conditions with a blend between government subsidies and mandatory insurance. That completely failed to control cost. ............The only way I see in a market driven economy to pay for preexisting conditions - and regular care - is to limit care. That will work but not many will be happy. The thing with health care is that it just does fit into a capitalistic paradigm. That is Trumps predicament.
