R's who don't go along will be primaried. We're outliers; Trump won the US by 1.5 M, but lost the Republic of Calif by 4.3M, so it doesn't look like he did very well when you add the 2 together..

It just takes three Republicans to stop him in the Senate, if the (D)'s hold together. There's always a filibuster, if the (R)'s don't use the nuclear option to change Senate rules.

The (D)'s new role was modeled by the Senate (R)'s over the last eight years.
