Yes, they are desperate. And desperate people are ripe for becoming suckers. It's just the way of the world. It's not an insult to say someone was a sucker when they were a sucker. They might have a reason for being a sucker (lack of education, desperation) but when they vote for someone who ends up being inimical to their interests- they got suckered. It is what it is.
