Yes, that only works for those whoay taxes ROFLMAO and the end result is generally penalties and fines far out weighing the original burden.

...there are about `13 hardcore D states that give Ds consistent 10+ % margins...........the other 37 can be competitive for Rs depending on the particular nature of each election. Clinton won at least 7 states by small margins. With a swing of only 600,000 votes, Trump could easily have won them all. In such a case, Rs would have won 37 states with 356 electoral votes but still lost the popular vote by some 2M votes. No fucking way the electoral college is abolished.
