The CIA works with other governments to field insurgencies if you remember Afghanistan or Bosnia. Many of the fighters then came from Pakistan or Saudi Arabia. You can google the Der Spiegel report on the foreign fighters in Syria that stated 95% of the Syrian opposition were foreigners.

CIA relies heavily on Saudis (also names Turkey and Qatar)
