Canada has been gorging in profits from China's new diaspora. So much so that Vancouver now charges taxes for vacant houses.

The moneyed Chinese have putting money in Canada com gusto. Got rights to live there and keep making money in China and HK. As soon as things get hot in HK or China they will decamp to Canada.

The dream of many Chinese to have their children educated overseas is another cause of long-term capital outflows. Finally, the flows are driven by a belief that it will only get harder to move money offshore.

The sophisticated Chinese do not want their children to be hooked by Chinese history and culture and be brain washed.

The closer it comes to the time that China returns to its natural size, the more people prepare to decamp or keep nest egg to educate children abroad.

The health spending is similar but the conditions of the spending are not. Dropping streamlining which offset cuts.
