That little problem with China's People's Liberation Army stealing US corporate and academic information has been fixed.

After the FBI Cyber Intrusion Department ID'd the specific Chinese officers in PLA Group 6198 in Beijing who had been stealing commercial information, and what they had stolen, President Obama called President Xi Jinping after he was given this information some time in 2015.

Just knowing the FBI had the ability to trace all their moves probably got the program shut down. But Obama told Xi China could avoid retaliation for this indiscretion by negotiating a Cyber Crimes Extradition Treaty. China sent a senior delegation to negotiate this treaty and President Xi and President Obama signed this agreement at the White House on September 15, 2015. - bbc.com



This cyber crime extradition treaty excludes hacking into each others government data so the government of China and the government of the US remain free to hack to hack and spy on each other to their heart's delight. That's something considered to reduce tensions, like the "Open Sky Agreement." Anyone who hacks and steals commercial information, including Chinese military officers will be extradited and sent for trial.
