There is change in the air. The world perceptions of China has changed. Witness the backlash against Globalization.

My play book Globalization was supposed to be spread evenly and countries would be specializing on a Ricardian way. It was the picking of China as a exporter powerhouse that veered globalization on a nefarious track by a combination of greediness and selfishness plus ignorance.

The positive turned negative. The fact that China was making affordable goods to the poorer people was and still is positive. The nefarious bit started after capital accumulation by China. This accumulation of capital, per se, is not bad.

It is how the capital was invested that turned negative. And the source of it is the Red Second Generation and the Princelings of Beijing. The money went to their head. They though that they have arrived. They did not.

And here is why,

China, instead of creating a community of interests globally it decided that it would deal only with the tier 2 and 3 countries of the world.

To deal with Tier 1 it was way above China's capabilities. I believe is a complex of inferiority that they cannot seat with the Swedish German American or French. But can seat with the Venezuelan Angolan of Congolese.

They can seat with tier 2 and 3 because they can buy respect, The other, the Tier 1, would look to China just as an equal partner. But the Chinese want to show they arrived. And that can be done only to the Tier 2 and 3.

Now China is going China Light. They need the Tier 1 to build a sophisticated economy and increase the efficiency of their investment. Tier 1 has the managerial capabilities. The technology and expertise that is not available in China.

That expertise is the one who have fallen. Stood up. Fallen again and stood up. Reached the edge of the abyss. Stepped back. China has still to face a down turn and raise again.

Of course if the PLA in charge of industrial espionage show progress they can be promoted and the bosses would lavish money on them. The incentives are very high. And they wont blow the whistle, trust me on that.
