As a general rule, isolating bad regimes has not tended to change them. On example where that approach did work somewhat would be S. Africa under apartheid. Geopolitically, S. Africa was a good US (anti-communist) ally, but in the end the US did turn the screws on them.

I guess Nixon and China would be the outstanding example of how starting down a road of cooperation, despite glaring issues might be the better approach. Obama and Cuba would be the modern version of that.
