especially if you couple in some sort of meritocracy (say education, IQ, whatever) as a qualification to the voting fraction. I'd pay money to watch you pick the population that would decide the qualifications of the population that would then be given the right to vote... <g>

Might be interesting to research what percentage of the population that represented.
