Directionality matters. We have universal suffrage as our default. The Chinese have been ruled by power elites for a long time. So the power elites would be the ones who would extend suffrage in China by whatever criteria they chose. We would have to restrict suffrage, which means taking something away from some. Knottier problem. Unless we had a coup or some such and the muscle to back it up. With apathy, it's voluntary.

I think the Trump admin., far from energizing the opposition, will boost the apathetic non-voter.
