Not really the same question, I think. You were looking at how many vote and who. A move basic question is whether anybody votes.

Earlier today I was reading comments from Trump voters re the welfare system about deserving and undeserving poor, which reminded me that people care more about what others, individuals or tribes, get in comparison to them than the actual benefits that are up for grabs. I don't think we could have peace if we awarded or denied voting by any criterion. Better if no one could vote and the power was vested in one person or a narrow extension of that person.
