The original term was Global Warming. That became a matter of conflicting views between various scientists. Creating some doubt as to the truth of being man made or natural cycle.

This was adverse to an easy sell, Carbon tax. There was a possibility they may be wrong and the public wouldn't buy into it.
Changing the name to "Climate Change " They can still promote it, it is impossible to be wrong. No mater what the climate does it will still be change.

By suggesting some thing and allowing the listener to reach a conclusion in their own mind, Is many times more powerful than making an actual statement. By the time it is passed on through the multitudes in conversations. It is deemed as fact.
