Upon further reading Genetic Engineering is not only on the horizon it is reality. Still in it's infancy. No one or allied group of countries will curtail it with legislation. Scientists will simply seek out an open door where their research is applauded for what ever reason the host may have in mind. Challenged mind can not be made dormant by a rule some one has wrote on a paper. History teaches. Leaders who exploit intelligence, encourage technological R&D.
