It appears that way however I believe he fired multiple rounds as training dictates. A two or three shot burst is most effective. The bullet contact point on the window is higher than the profile of the standing thug and it is likely that with the velocity of a projectile would slow significantly after penetrating a body. I am not saying it isn't possible. It could have deflected off a bone or been influenced by cartilage etc causing the higher impact point on the window. That could all be determined later at the scene. He did a great job selecting and disabling the target, but he also carried it forward to assessing other possible threats.
