Or provide a $5,000 'subsidy' for all 14 year olds who volunteer to be sterilized. That would be an ethical problem in North America but it could probably be done in many places. The climate doesn't care where the population is. Wouldn't do anything about the creation of future unemployables at home, though.

Except help them survive.
