DISH has the hardware in place to offer more stations from ECHO I & II, but they don't have the freqs. They only hve 19 transponders, so effectively, they were only able to gain 3 transponders with the launch of ECHO II. When they put up ECHO III, it allowed them to shift some of the religeous and foreign language stuff.

Right now, they are waiting to see how the rollup of PRIMESTAR to high power goes. It is expected that ECHO would drop their objections in exchange for the other 11 freqs, now held by TSAT. TSAT would probably go along with it, if they were able to use Mursoch's 110 slot for high power with no objections from the FCC or Justice.

One thing just leads to another, it seems.
