Rejection to deep space of heat is the only concept that could work - that is if it is needed.

Refrigeration, even if solar or wind powered, moves heat from one place to another, and generates more heat in the process. Where do they plan to put the heat they remove from the water that becomes ice?

I suppose you could move it deep in the ocean (where its normally very cold but the pressure keeps it from turning in to ice), so maybe it could work, but it sounds like a rather complex difficult and expensive idea.
