Yep, still in NorCal.

I haven't compared my recent bills with those from a few years ago, but yeah, I don't think I've ever paid as much for electricity and gas as I do now.

It's reasonable to assume, however, that the baseline Tier 1 rates are below market prices for energy. This is to help lower-income families with their living costs, of course.

But 18 cents per kWh seems high for baseline.
