I promise you I understand precisely what happened on the $150 Billion and it was stupid. Even, assuming arguendo, that it wasn't "our money" to keep, you do not give them that cash until they are in substantial compliance.

That was a downright childish mistake no competent negotiator would have made. I was totally shocked when I heard they had done that. It will be remembered as one of the greatest negotiating blunders in our history. Totally indefensible and stupid.
