Very few wants to use money for construction. It is easy to make money out of money.

Brazil Accelerated Plan of Growth (PAC) was supposed to build infrastructure and generate jobs.

In 2006, the pre-salt story came out. The money went all to Petrobras and the result is what you have seen in the popular press.

All countries are the same...

If Congress had approved an infrastructure restoration project in 2009 as requested
They did , passed by a democratic congressman and signed by Obama.

And then they pin it on Bush. When they show presidential deficits, the 2008-2009 deficit is attributed to Bush even though he had nothing to do with this 800 billion dollar boondoggle.
