Before Obama, I never really thought presidents had much to do with it. But the actions of Obama clearly had a significant impact, IMO. The business climate became such that hiring was just too expensive, which is a situationyou really never want.

Presidents, in my memory, have not usually had short term impact on the economy unless in the context of tax cuts or negative effects of some kind. I continue to believe Bill Clinton was the essential origin of the 08 crash (not the recession, which probably had nothing to do with any president). So, it isn't unusual for a regulatory process to take years to play out, IMO.
