Good idea Koan let's penalize someone that works hard and takes care of himself to give more free goodies to twinkie-eating, unemployed chain smokers. Medical-malpractice? No problem just pass laws that health care professionals and institutions can't be sued. Give it a few years and every facility will look like a Mexican Red Cross hospital. The next eight-years will diminish your tribes numbers considerably.
