Unlike oil wells where exploration booms during good times and almost totally dries up during bad, disk drive program investment must take place in good or bad if you wish to remain in business. In effect, capacity expansions are probably like the oil well analogy, but program research and development (which I believe is a much larger component of expense) should be relatively independent of current conditions.
