yes, there are actually poor people who don't have a driver's license, because they don't own a car

well i guess too bad so sad you can't vote... maybe we could just give them a three-fifths vote

I had to present mine along with my insurance cards when I went to the emergency room and went I joined a new medical clinic. And yes, to vote, and at my polling place the card was photographed in this last election.

I'm pretty sure I had to present mine when I registered a new car I bought in 2015
