You're not going to convince a billion people to use more expensive fuels. That sounds like more obama idiocy. These people are starting to see financial and economic progress and they want it. If it makes the air dirty, well, they hate it,p, but this is life or death for them. They're going to bake the decision that addresses the immediate problem. This is the difference between a Trump vs. an Obama. Trump understands this, Obama doesn't. People are,going to act in their self interests. If you want to solve global problems it has to fall within that framewrork.
