That's part of NAFTA.
The United States, Mexico and Canada can all send cars across the borders duty free.
Over the last 15 years both the U.S. and Canada have steadily lost plants and jobs to Mexico due to the massive hourly wage rate differentials.
If the unions were not in the auto plants, fewer plants would have moved south.

IMO he just using trade imbalance leverage. I'm not a big fan of tariffs unless all other alternatives have been exhausted. For one, Incentives such as accelerated depreciation for new plant and equipment put in service here. IMO With the gas prices looking stable and more recent US big hydrocarbon discoveries. I think Americans will want bigger cars,Trucks & SUVs.
