I take them at their word (to an extent) if they said, we did actions X and Y. The question is whether those actions would reasonably be called voter suppression. Secondarily it becomes if you define the term that broadly is voter suppression so horrible, and then are we going to need a new term to deal with actual serious or outrageous cases of trying to force people not to vote.
