The higher echelons there will only care for the situation not deteriorate to a point when the masses come out and topple them. Masses can be kept in line by showing how bad the world out there is. Nationalism to raise the masses in support to the governing elite. I need to remind that I lived as and adult and working person under a military regime in Brazil. The cats abandoning the building are not the man in the street. It is the fat cats. Many have bases abroad and kept as safe houses to, astutely, decamp once the walls come crumbling down. This Trump guy there has a 4 years term cut for himself because it will be a bumpy 4 years. I am assuming here that people who lost during the Chinese decade want their own pound of flesh.
