This is idiotic. A German car made in Germany that sells for $20,000 pays EVEN MORE VAT than the imported US car, since it pays it all along the production chain. So, there's NO 'unfair advantage', just as the article said.

All OCED countries have VATs, except the US.

Actually the way the argument is used by Krugman, who seems to be way mixed up here, you would have to say the tax ranged from zero to 10% since all states don't have a sales tax. But more rightly, since the sales tax is a State tax, the sales tax at the federal level is always zero percent. ...........So the federal government gets zero percent from the sales tax and the countries that have a VAT get that VAT tax to build infrastructure or whatever. (I'm guessing there is some contribution to local governments from the VAT). These really are apples and oranges here which makes Krugmans arguement a bit silly.
