It's EXPORTS in question, not imports. American made exports, to be specific.

The producer, in my example an American auto manufacturer, pays the VAT when the car enters the European market. He then marks up the price of the car to cover the cost of the VAT. The producer pays the VAT because a VAT is derived from the cost of producing that exact automobile.

Foreign VATs add to the cost structure of all American exports, whether it be cars or appliances or electronics.
It's simple and straightforward to understand. VATs can range from 15% up to as high as 42% (Brazil.)

She's un-educable. VATs apply to all products, domestic, imported from anywhere. They don't discriminate. She's changed her whine to because WE don't have a VAT, so, NO country should! Let's tell the entire WORLD! We're EXCEPTIONAL!
