The math intricacies of how VATs can become what is termed a 'barrier to entry' is lost to most on this thread. Wiki explains how VATs are levied on imports and exports, but doesn't get into numbers or actual cases. So Wiki is no help. I've been surprised when I google at how little comes up on trade issues, specifically the fairness or lack of fairness of what we call 'free trade'. VATs are not the only issue either. There are many other methods foreign competitors have employed to shortchange the US.
