It is not a realistic alternative because it is not based on the fundamental idea of our society, which is to support law that does not harm others as long as that law protects me from the same kind of harm. You are only looking at this only from the perspective of the haves. Any alternative must have the universal ring of fairness.

People are willing and agree to a basic premise which includes universal laws that say no harm to me in the same sense that no harm comes to others. Tax payers are not willing to say I will take some responsibility for a universal approach, not knowing what others will decide. The vast majority of people will insist that the program has economic validity before contributing a penny. So that approach is doomed a priori.

The economic premise for this requires we place our selves in a blind box, which is a box that blinds us from benefits and costs. From this box we don't know if we will be in the group that is not able to provide subsistence for themselves or not. In that box people agree to a universal idea (care for the poor) because they can't determine if the victim of poverty will be themselves or others, but when people are poor they need and deserve help, at least by the mores of our society. When the possibility exists for us and our loved ones to lack sustenance we choose to approve a program that provides for the poor, that is foundational.

If your idea of making a contribution would reduce your tax, dollar for dollar, I would endorse it.
