right up to fining Fairbanks residents for heating their homes I've been getting threatening letters from PG&E (Presumably with the government's backing) regarding fines for over usage as well. In Northern CA you get a nominal "Lifeline" allocation for gas and electric and rates rise dramatically if you go beyond.
