First, you have to recognize that "insured" is a misnomer, since almost the entire gain in "insured" persons is not "insured" at all, but welfare recipients. It is a totally different thing.

And even if you count them as insured, many of the new people on Medicaid were eligible anyway, and would have been enrolled if they had a major medical crisis. They just now are formally on the rolls rather than eligible but not yet enrolled.
