Spotting black ice at a distance shouldn't be hard. For decades German cars have long alerted you to the road temperature conditions which create black ice. All I want is autonomous cars to take over from cell phone impaired drivers. Laws against text or using your phone while driving appear to be wholly ineffective. Every time I noted a "drunk" on the road, it actually turns out to be someone playing with their phone.
