Those would be a complete bust at my house in Seattle. In the seven years between '08 and '14, the wind speed average varied between 1.4 and 2.0, with the overall 7-year average coming in at 1.67 mph. Most of the year, they would generate zippo.

A 7.8 mph average is actually really high. I can't imagine they get that very often in Place de la Concorde.
