Not a precise analogy, but I'll give it a try: in Europe, especially in France, people expect to be allowed to take their dogs to restaurants. They'd by deeply offended if Fido weren't allowed inside. In the States taking your pet to a public eating place (unless outdoors, and frankly what difference does it make?) is considered a public health threat. Is it really? I very much doubt it.
