The elided premises may be so obvious to you that you think they can go without stating, but please state them anyway.

and he doesn't see why he should work outside in the cold, snow, and wind, rain during Dec - March when he could just take it easy and get unemployment.

So it seems the benefits available to him are reducing the supply of labor (at least by him during those months and presumably he's not the only one), all else being equal lower supply leads to higher price. Yes its very often the case that all else isn't equal, but do you really think that his not being at work encourages another person to work, or reduces demand for labor more than it reduces supply?
