China desperate to find areas to allocate capital productively as a lot of capital was wasted during the lats 3 decades. Like the British before and the Americans before the British, it comes a time capital has to be invested abroad. But not into ier 2 and Tier 3 countries just that happen to have a close ideology to China. As these are the countries that most likely waste the capital too.
