I believe I've seen proposals in that space. Its not so much "no one has proposed anything in that space" as it is "no proposals in that space have ever gained any real momentum". I'm talking since Obamacare became a specific proposal, not ever. If you count pre-Obamacare the status quo before Obamacare was in that space, so was the Heritage plan (which they have since disowned) and maybe even Romey's plan as governor. They were all closer to Obamacare then post-tax direct-market retail but if your near one end of the space your still in that space.
